Construction of a 100 MW wind farm in Boulenouar

1.- The Government of the Islamic Republic of Mauritania has received funding from the Arab Fund for Economic Social Development (FADES) and proposes to use part to cover the costs of the benefits and work of the construction project of a 100 MW wind power plant In Boulenouar.

 

2.- The Mauritania Electricity Company (SOMELEC), a national company with public capital and Mauritanian legislation with registered office at 47, Avenue de la Independence in Nouakchott, calls for international public tender for the construction of a “key in hand” and the operation and maintenance of A 100 MW wind farm in Boulenouar.

 

3.- By means of this Notice, the SOMELEC Investment Markets Committee invites companies and groups of companies that can receive financing from FADES and with qualifications to present their technical and economic offers for the execution of the services and the work of the project Of a 100 MW wind farm in Boulenouar.Candidates interested in this tender, who meet the eligibility criteria defined in the “Instructions to Bidders”, may request clarification and additional information from:

4.- Candidates interested in this tender can obtain the tender document by sending a written request to SOMELEC and the consulting engineer to the previous address.
And this against a payment of non-refundable deposit of 4,000 euros or 1.6 million UM (MRO) in one of the bank accounts of SOMELEC.

5.- Only bids accompanied by a receipt for payment of this amount will be evaluated.

6.-Companies interested in the project can also consult the Dossier for free at the addresses mentioned above.

7.- A mandatory visit will be held in the presence of all candidates and the consultant no later than one month before the date of submission of bids. The exact date of the visit will be communicated to the companies that bought the bidding rules. Only the offers of companies that have attended this visit will be evaluated.

8.- Tenders must be addressed in French and be made in accordance with the terms of reference and must be received no later than 09/26/2016 at 10 am GMT at the following address:

9.- The tenders will be opened in public session of the Commission of the investment markets in the same direction on 09/26/2016 at 10:00 (local time in Nouakchott) and in the presence of the bidders who wish.

10.- The offers must be accompanied by a guarantee of an offer for the amount of one million five hundred thousand euros (1,500,000 €) or its equivalent in convertible currency of Five Hundred and Eight Million Seven Hundred Thousand Ougiyas (587,700,000 ouguiyas). This guarantee must be issued or validated by a bank established in Mauritania and will have a validity of 208 days from the opening of the offers.

11.- Tenderers shall be bound by their tenders for a period of 180 days from the closing date for the submission of tenders.
