  1.  This invitation to tender follows the general notice of project procurement published in the Tunisian newspapers: La Presse and Le Temps and the magazine Jeune Afrique of 24-26-28-29 / 03/2018, 23-25-27 / 03/2018 and 08/04/2018 respectively.
  2.  The Tunisian Company of Electricity and Gas (STEG) has received funding from the Islamic Development Bank (IDB) for the cost of studies, manufacturing, testing in factories, supply, civil engineering, transport construction, testing and commissioning of conventional HT (AIS) substations and power transformers, and intends to use part of the funds to make payments under market for which this call for tenders is launched.

The Tunisian Electricity and Gas Company (STEG) is now inviting the sealed bids of eligible bidders for the AO 2018 E 4000: Studies, manufacturing, testing in factories, supply, civil engineering, transport on foot , assembly, testing and commissioning of standard HV (AIS) substations and power transformers, in accordance with the specifications, divided into three separate lots as follows:
LOT 1 :   Studies, manufacturing, testing in factories, supply, civil engineering, transport on foot, assembly, testing and commissioning of standard HV (AIS) substations.
• Composition of Lot 1: 5 new positions, extension and reinforcement of 3 existing posts.
• Overall construction time of Lot 1:   24 months.

LOT 2:
• Studies, manufacturing, testing in factories, supply, civil engineering, transport on foot, assembly, testing and commissioning of standard HV (AIS) substations.
• Studies, manufacturing, testing in factories, supply, transport on foot, assembly, testing and commissioning of two mobile stations.
• Composition of lot N ° 2: 4 new stations, extension and strengthening of 5 existing posts and acquisition of 2 mobile stations.
• Overall construction time of Lot 2:   24 months.

LOT 3:   Studies, manufacturing, testing in factories, supply, transportation on site, assembly, disassembly, testing and commissioning of power transformers HT (TR), power autotransformers HT (ATR), neutral point coils ( BPN) and transfer services of power transformers.

  • Batch 3 composition: 2 power autotransformers, 20 power transformers and 20 neutral point coils.
    • Overall construction time of lot N ° 3:  18 months.

Conditions of participation :
– For Lots N ° 1 and N ° 2:
Participation is open to any manufacturer of HV substations or group whose head of fi on is a manufacturer of HV and justified technical references and financial for the realization of similar projects and that, by providing in its offer parts required by the specifications.

For Lot N ° 3:
Participation is open to all transformers or group of manufacturers whose head of fi on is a manufacturer of transformers and justified technical references and financial for the realization of similar projects and that, by providing in its offer of required documents by the specifications.

No proposal for a part of a given lot will be accepted. Therefore, all bidders must bid for all the works indicated in the same lot.

  1.  The tender will be made in accordance with the international competitive bidding procedures as specified in   Guidelines of the Islamic Development Bank (IDB) for the acquisition of goods and works under financing from the Islamic Development Bank (current edition),   and is open to all eligible bidders as de fi ned in the Guidelines.
  2. A complete set of tender documents in French must be purchased by interested tenderers on the submission of a written application to the Central Directorate of Equipment, Department of Transport Studies, at STEG Headquarters, 38 Rue Kamel Atatürk – Tunis   from the date of the publication of this press release from Monday to Friday and from 09:00 to 16:00 and on payment of a non-refundable amount of two thousand Tunisian Dinars   (2,000,000 TND).   The payment method will be   cash or check certified e.
  3. All offers must be accompanied by the following bid guarantees:
    – Lot 1 :  TND 2,000,000   or its equivalent in a freely convertible currency.
    – Lot 2:   TND 2,000,000   or its equivalent in a freely convertible currency.
    – Lot 3:   1,000,000 TND   or its equivalent in a freely convertible currency.

Guarantees must be delivered to the address below.
They will be opened immediately thereafter, in the presence of the representatives of the tenderers wishing to attend, at the address below. Late offers will be rejected and returned unopened.

  1. The bids containing the tenders must reach STEG by registered mail or by quick-post or delivered directly to the Central Office of STEG (against discharge) at the latest. Wednesday, January 30, 2019 at 9:00 am deadline of rigor on behalf of:

The date of dispatch or the postmark will not be taken into account for the acceptance of tenders, only the stamp of the Central Order Office of STEG is authentic.

Only tenders who have withdrawn the specifications from STEG may participate in the tender.

The opening session of technical and financial offers is public and will take place on   Wednesday, January 30, 2019   from   9:30   at the head office of STEG at building “G” 3rd floor.

The bidder’s representative must be provided with a mandate to present the name of the agent and the identity document.

The offers will remain valid during   120 days   from the day after the deadline for receipt of tenders.
